Using something like Vagrant probably.

Purpose: to be able to spin up (multiple, simultaneous as needed) testing instances to run against our quick set of known good/stable tests (see bug 51491).

This should also be useful for developers who want a throw away instance on labs to use for development/testing.

You mean like https://wikitech.wikimedia.org/wiki/Help:Single_Node_MediaWiki ? Or do you mean to include the actual spinup/test/spindown script in this bug?

Yeah, like that, only automated.

Right.

This enables bug 52424 ("Run smoke tests on hermetic instances per patchset submitted in mediawiki/core")
