Should I send the converted file to someone? Or will someone convert it and post it? Even though NSA-produced material is public domain the clip has small portions of copyrighted material from The Simpsons and Meet the Parents, so as a result I want the full version on the English Wikipedia It would be in use in the "Polygraphing" section on the article about the National Security Agency Thank you

If I get it right, the ogv file should be uploaded somewhere.
I converted the file into WebM at <http://tools.wikimedia.pl/~odder/uploads/Polygraph.webm> but since WMV is a proprietary format, I cannot compare the two; I suggest you do so and if the quality is the same, you upload the 17M WebM version.
