The edit and watchlist pageactions display a log-in call to action when you click on them if you aren't logged in. The upload pageaction should do the same thing, but instead displays a 'You need to be logged in' toast warning.
This was only added as a temporary thing. It goes away with: https://mingle.corp.wikimedia.org/projects/mobile/cards/920 We disabled the upload cta on purpose after SelfieApocalpyse (when there was an influx of bad quality uploads to Commons) So going to mark as invalid although technically it's a duplicate of a mingle story and I can't do that in bugzilla ;-) Question for Maryana though- do we want to re-enable the upload CTA when we launch the new nav? We can do this using a config variable and turn it off if Selfie Apocalypse 2 happens...
