Yes, it's used in the Help and Manual namespaces. I can't vouch for its helpfulness, but I imagine it's there for a reason: from what I can see, it seems to do a good job of preventing vandalism, test, and misguided/wrong edits from ending up in the help/manual pages.

No idea about its use in the extension namespace though.

It would be better to ask this kind of question at [[mw:Project:Current issues]].
