Addind a new header at a position where 3 newlines exists break the new header, see URL on testwiki and this one:

There are two different parts to this.  This is a known VE issue.

Plus, there is a Parsoid aspect (enhancement) where we can be more liberal in how we handle "bad" html (see bug 50683).
