We are using a JavaScript code to change Special:Upload in the MediaWiki toolbox to Wikipedia:Upload ( since 2009 http://fa.wikipedia.org/w/index.php?title=%D9%85%D8%AF%DB%8C%D8%A7%D9%88%DB%8C%DA%A9%DB%8C:Common.js&diff=1997330&oldid=1995396 )
but this is tricky and doesn't work until document.load and must done from Wikipedia MediaWiki configurations.
