using chromium 28.0.1500.71 Ubuntu 13.04 top of page looks strange, see attachement.

Do you have any user scripts?

Cannot reproduce with Google Chrome 28.0.1500.71 on Fedora 19. VE bar is shown below personal bar on http://en.wikipedia.org/wiki/Berlin?veaction=edit for me.

probably i should have written: it happens when wikibasha is included like described before.

Might be worth to bring up on http://en.wikipedia.org/w/index.php?title=Talk:WikiBhasha.MSR/WikiBhasha.js as that might be slightly more maintained than the forgotten extension's bug reports under https://bugzilla.wikimedia.org/buglist.cgi?product=MediaWiki extensions&component=WikiBhasha&resolution=--- ...

Nothing to fix in VE's codebase here, as we cannot check thousands of user scripts out there, sorry... :-/
