If there is both an 'okay' and an 'end' button on the same step, the last will clobber any previous.

This should either throw an exception, or just allow both.

End buttons have been removed for reasons just like this.

No, this is still present.  We still have an 'end' button action (ends the tour).  Both it and the 'okay' action use an Okay button.

I'll throw an exception.

Ah, I didn't know that. I assumed you meant the 'End tour' button.
