There are users that repeatedly send e-mails with libel, aggressive messages and alike. All they have to do to keep sending them is creating another user and register the same mail. Some of them do it in a project and is blocked. Then they keep doing it from other projects until they are locked. It should be possible to disallow some mail addresses to be registered when they have a clear pattern of abuse by vandal accounts. For instance, I have received about 20 mails from the same person [1], all from same address and with libel. When they are sent to me, it is not that big deal, but I have already seen they being sent to several others after checkusering. If somebody start sending it to unexperienced accounts, it may become a kind of silent vandalism as these accounts may not know what to do to stop it. That may not stop them, but at least it won't be that easy to keep abusing it.
