For example, http://www.mediawiki.org/wiki/MediaWiki:Gadgets-HotCat.js

There is no "View Source" tab.  That seems... dangerous.

That page doesn't exist, and you don't have the right to create it. https://www.mediawiki.org/wiki/MediaWiki:Gadget-HotCat.js has a view source tab.
