I'm at Wikimania and have just chatted with [[commons:User:1Veertje]]; she made a compelling case for setting the gadget that places category links above the image to be enabled by default. This probably needs to be discussed on Commons first, but I'm filing this bug so that I don't forget :)

Any sysop on commons can mark a gadget as default, so this bug is INVALID

When this should be a change in mediawiki, you have to use another component
