There doesn't seem to be a help page, user help manual, or link to app help/support. 

There probably should be. 

(Reason: right now app users can't easily find information or guidance if they have a problem with the app, unexpected behaviour, or other support/query. As the app is intended for non technical readers, a help page or similar would fit their needs.)

There is https://commons.wikimedia.org/wiki/Commons:Mobile_app for the Commons app which has a talk page and links to Bugzilla. Plus https://www.mediawiki.org/wiki/Wikimedia_Apps/Commons .
Not sure if we need a "help page" per se, but maybe a central page pointing to specific sources of information instead.

Neither are relevant, unfortunately. The first is a developer or roadmap oriented page, the second is a progress and screenshot page, both are Commons App only. Neither page has help or relevance for an ordinary member of the public experiencing Wikimedia app related issues or needing any support.

Consider an ordinary Wikipedia reader who has an app related problem or doesn't understand something on the app, or the app isn't working as expected. Where should they go and how discoverable is that resource from within the app?

REQUEST | SUGGESTED ENHANCEMENT:

Wikimedia mobile apps should have a "help and support" menu item. Clicking it should give a quick guide to the app, FAQ, and links the user to a centralized and easily-found "Mobile Apps: help and support" page on Meta for anything more.

(The above page should contain decent user guides for all apps, any FAQ, and link the user to its talk page or wherever users can ask for specific help/support if they still need it. That said, once a wiki page is designated and initially set up, it's then no longer an App development matter.)
