Is this a question about the VE interface (in which case you should either file this against the VE component OR show up on IRC and ask on #mediawiki-visualeditor) or the wikitext that is generated?
Sounds like VE, as we'll produce empty lines fr p/br content just fine. Moving to VE.
I've tested it with the VisualEditor on the official mediawiki-page. Here it works: Im able to enter more than one line break. Can you guys reproduce my problem with my version? Confirmed this is still happening on en.wp (wmf 15) and mediawiki.org (wmf 16)

Multiple sequential blank paragraphs are collapsed to one by design (we provide an HTML editor, not a desktop publishing system).
