There will be an Indian languages Wikipedia workshop at Tata Institute of Social Sciences, Mumbai, India on Aug 16, 2013. The event will be between 16:00 and 19:00 IST (UTC +5:30). About 25 persons are expected to take part. They are all newbies and will be registering as new editors for Wikipedia. The focus will be on Indian language Wikipedias. Possible language Wikipedias they will work on may be Marathi (mr.wiki), Hindi (hi.wiki), Telugu (te.wiki), Kannada (kn.wiki), Tamil (ta.wiki), Gujarati (gu.wiki), Malayalam (ml.wiki), English (en.wiki) including commons.wikimedia. The IP address of the lab is 14.139.125.179. I request a temporary lift on the IP cap for this IP address for the given date and time.

I suppose this event is over. Hopefully the event was able to run without the fulfilment of this request. In future, I think you would be better to (a) either file a bug well in advance, or (b) contact a member of the operations team directly (either by e-mail or IRC).
