make gitblit comply with WMF privacy policy

doesn't seem to link to a policy but I'm assuming it's covered by the standard WMF policy.

loading https://git.wikimedia.org/ with an empty cache currently loads these resources:

Since it is a *.wikimedia.org domain, yeah, it is the main policy (ie: not the labs policy).

Attempted to disable them on our end, not working as expected. Have contacted upstream for a fix.

Sucks, but had to turn the pretty graphs and charts off for now.

Upstream is possibly working on replacing the Google Charts API calls with something else, but no ETA on that yet.
