Adding some basic AnnotationRepository tests and enabling Jenkins to run PHPUnit will serve a couple purposes:

1. Test the repository itself.
2. Let Jenkins verify database schema updates.

Bumping priority on this, as it would have caught the AnnotationRepository issue with https://gerrit.wikimedia.org/r/#/c/78373/
