The (apparent) lack of fastcgi support on tool labs blocks the migration of a heavily used commons tool (zoomviewer).
Please enable mod_fastcgi (or equivalent) support and allow users to serve through fcgi.

The new per-tool webserver setup supports fastcgi natively:
