Currently Commons mobile app only provide CC-BY-SA 1.0, but I hope app provide CC BY SA 3.0, or 1.0 and 3.0 both. Lots of user use CC BY SA 3.0. I haven't check with CC-BY.
i have changed the importance to high/major because a lot of users are using CC-BY-SA 3.0

Ok, found one at https://commons.wikimedia.org/w/index.php?title=File:Flower_and_butterfly_A01.jpg&oldid=101364986 Someone must have mixed up licenses. Having our users use cc-by-sa-1.0 is a very bad thing.

Merged, I'll push out a build on Tuesday. Will leave the bug open until I push out beta11
