this would allow more efficient further filtering of recent changes by external type, such as Wikibase, Flow, ....

Reason:
Abandoning change in favor of deprecating rc_type and creating a new text field describing the change source that applies to all changes, not just RC_EXTERNAL changes.  See https://gerrit.wikimedia.org/r/#/c/85787/

Should this bug also be closed/whatever similar to bug 53427?

As mentioned by reedy, after consultation with wikitech and other interested parties the solution to this problem changed and there is no longer a need to add rc_external_type to the recentchanges table.
