letter ң in wg meta space setting was encoded in form &# ... ; [right] after installation . and same way it was [visible] in address bar (and in status bar) (of browser). but it is possible to manually edit local settings php.

it should be $wgMetaNamespace = "Сайтның"; but it was something like $wgMetaNamespace = "Сайтны& # 1187;";
