WMF folk usually mark "not ready yet, don't push me" patches by prepending the commit summary with "WIP".  (The gerrit --draft feature is not right, because --drafts aren't visible to your team, and usually you want some feedback on your WIP patches.)

*Typically* reviewers read carefully and don't +2 WIP patches.  But every now and again someone makes a mistake.

It would be nice of jenkins could help us out by refusing to merge a patch whose commit summary started with WIP.
