Because CirrusSearch uses BacklinkCache it gets outdated backlink lists in environments with memcached deployed like beta.  We should hit the db directly.

This is important not because out of date numbers are all that bad but because it makes testing weighting using automated regression tests impossible.

We're languishing here because the code is going to be slow on enwiki so we're having to rethink it.

And after rubbing a bit of caching into it we've merged it.
