Add a subtab leading to http://www.mediawiki.org/wiki/Gerrit, or other project-specific docs.

But the gerrit docs are better than ours! People just insist on writing our own instead of using the actual docs :(

Still, there are things specific to our project which should be linked prominently, like conventions, workflow, etc.  Maybe [[mw:Gerrit]] is not the best portal page, or should be improved so that it isn't so redumbdant.
