Just killing the page for now, admins are mostly using Special:BannerAllocation anyway. I'll do some memory footprint testing to find the issue here.

It's quite funny that the “out of memory” happens on GlobalAlloc :)

Andre -- we still need to fix the underlying bug -- this just removes the DOS vector by disabling the page completely.
