Repro:

1. Turn on dragon mode
2. Go to https://zh.m.wikipedia.org/wiki/Wikipedia:%E9%A6%96%E9%A1%B5
3. URL is replaced (by JavaScript) with https://zh.m.wikipedia.org/wiki/Wikipedia:é¦é¡µ

Note that Wikipedia:é¦é¡µ is Wikipedia:%E9%A6%96%E9%A1%B5 ISO-8859-1 decoded. It's expected to use UTF-8 here.

What is dragon mode? I searched Wikipedia and Google and nothing stuck out at me as a proper answer.

Dragon mode is Experimental Mode.  We Renamed it some time ago.  Thanks Liangent we'll take a look.
