By general consensus in Spanish Wikipedia [1], modules should not be created, moved or edited by non-autoconfirmed users.

PS: Would this change be applicable to all wikis?

Taking this bug.

For the P.S., no, new more technical contributor could be welcome to create new templates. By analogy, this could be also the case for modules. So, this is a matter for each community to decide, not globally.
