When you open an existing reference in VE that only consists of one template the main use case should be that you want to edit that template. But now you need to first select it and then klick on the puzzle piece. Instead I suggest that in that case, you get forwarded to the template editor directly after choosing to open the reference editor without having to do it manually.
This was done (for citation templates) in the new citation system.
