If raw=true, the loader response will not callback to mw.loader and assumes you're not using ResourceLoader to load the module, but are using load.php directly. According to Krinkle, this was used for the old mode of MobileFrontend where mw.loader.load didn't exist and instead <script> was inserted raw. MobileFrontend now utilizes ResourceLoader for loading modules and has access to mw.loader.load.
