Please enable "File mover" user group on it.wiki.

The group should be called "File mover".

The group should have only "move files" right.

Local sysops should assign the flag, while it should only be removed by bureaucrats.

Good evening,

Such configuration changes aren't deployed on a continual basis but at specific configuration time, where servers' configuration can be updated by the ops team.

So, a short delay (here 2 days, and generally up to two weeks) can occur between the configuration change has been prepared, and the time it's deployed.
