1) What issues do you see with this change?
2) If we have to establish Community Consensus through RfC each time (and nothing but a multilingual RfC would be valid at Commons), we will end-up as bureaucratic monster and steal user's time by requesting them to translate the suggestions, the rationale and how they should indicate consensus as well as the notification.
3) I added a message about this at [[:commons:COM:AN]] as this is mainly interesting for administrators, however this won't be a suitable way to prove "community consensus", I fear.

Not all requests merit the same threshold for consensus as eachother but it often will help a request move along faster if *some* sort of discussion has taken place. I don't remember offhand whether import sources reqs typically are done without any discussion at all and I don't have any particular opinion about what to do at this point but there's nothing further I can do now anyway. :) (don't have shell)
