I will be conducting a workshop on editing Konkani (Incubator) Wikipedia at AIMIT, St Aloysius College, Karnataka, India, on Sep 13, 2013. The workshop is for the students of that college. There will be about 40
participants in the workshop. They all are new to Wikipedia. They will be
creating username that day. The computer lab's IP address is 117.239.56.5. Please increase the limit from 6 new editors to 40 new
editors for these IP addresses on Sep 13, 2013, 10:00hrs to 16:30hrs IST (UTC
+5:30). Please do this for incubator.wikipedia.org and commons.wikimedia.org

CC'ing Daniel, I don't have time to do this one, and it is a time-sensitive request.

Pavanaja: just some hints to help the devs in future:
* Please possibly combine several similar requests into the one bug (makes
  for less bureaucracy on our end);
* Please use a better bug title/summary, like "Add throttling exception for
  Konkani workshop, Sep 13, 2013" 
* Please try to file them further in advance (ideally a week in advance or more)
  to make sure you are not left out in the cold.
