For some sites, PSD support would be useful... actually it'd be useful for some Wikimedia stuff since our designers like PhotoShop, though the proprietary file format is 'not cool'. :)

In theory, ImageMagick has some PSD support and may be able to do this, but I don't know how reliable it is.

Unless its literally just pass image to convert, I think it makes more sense to do it in an extension when it comes to proprietary formats.
