Packed mode isn't really compatible with specified widths, since it uses variable widths.

Bug summary mentions "packed-overlay", bug report mentions "packed-hover".
Also, providing a specific testcase might be welcome.

However, if packed mode was designed to use variable widths this just might be INVALID.

Packed overlay does respond to heights variable.

What sort of behaviour would you expect widths to have on packed overlay?
