Seems puppet doesn't install man, and it's not in the default ubuntu image we're using.

ubuntu-standard adds most of the packages we're missing.

voting this bug up, i just wanted to read a man page on a labs instance and noticed this too, then found the existing bug.

man man
-bash: man: command not found

as hashar remarked while at it we should also request a newer version of the image in general
