Cite extension tests are consistently failing on jenkins.

<hoo> The only run if the category tree extension is around and it's not on jenkins so the parser test thing cries out about no tests to run within that file...

Furthermore, the parser test in question has now been broken by at least
4b1eecbd1006e4f6e577dbffc61bda8adb885eac .
