CirrusSearch should build suggestions from article titles and redirect titles and ignore article text.

I'm reasonably sure our building suggestions from article text has something to do with getting strange suggestions.

While this has a patch to review, merging that patch won't fix the bug.  Once this patch is fully deployed we can fix the bug.

The patch has been merged and is being deployed so I can start work on the next commit.
