Please Reference Tooltips (https://www.mediawiki.org/wiki/Reference_Tooltips) on the Dutch Wikipedia (nl.wikipedia). There is consensus to activate this by default (opt-out); it's already available since July 2013 for opt-in.

That's not an extension, that's a gadget than any admin can enable for everyone by changing the definition on [[nl:MediaWiki:Gadgets-definition]] (adding "|default" like some entries already have).
