Although it can't be used in articles, it is widely used elsewhere, including userpages.
If you try and VEdit https://en.wikipedia.org/w/index.php?title=User:Elitre_(WMF)/Sandbox&oldid=573626556 you'll notice that this reflects in reference numbering being incorrect, since the ones in the divbox will be ignored.

My previous comment was related to a page containing <div style="{{divstyleamber}}">Content.</div>, which can not be edited.

Another issue:
<<Open a page with {{divbox|amber|test|Test content.}} Click on the divbox, open the template dialogue. Click on "apply changes". Divbox disappears.>>
