Fix up the discrepancies on string checking.

default installs have different status messages than beta labs. (example: after creating account)

we should alter the messages on beta or otherwise make the check for those elements more generic

What I did for ULS is to introduce a new cucumber tag @needs-custom-setup which would let us skip any tests that are not meant to be run on a fresh wiki install.
