Email change + reconfirmation produces the notification a second time, unless it's been past 30 days since registration. Our current system handles the most common case well, but the long term solution may be to use a time-based trigger.

This may be invalid at some point soon because we are removing the current notifications.

We removed notifications for the interim. This may become relevant again if new notifications are triggered the same way.
