This is a sub project of bug 53697 https://www.mediawiki.org/wiki/Continuous_integration/Browser_tests

The browser tests have a bunch of dependencies (such as ruby gems) which are going to be long to setup properly for production.  Instead we will use a labs instance.

This is a tracking bug to list all required tasks.

The instance integration-selenium-driver.pmtpa.wmflabs has been puppetized and is registered in the CI Jenkins master.
