We need a stable endpoint for Bug #54425.  Using a labs instance seems like the best idea for now.  This also depends on Bug #54426 -- the software that will actually run on the server.

If this is being used in the installer, Then no, Labs is not appropriate imho.

It's appropriate for testing, but it should be in production otherwise.

I'm not sure I understand the purpose of the end-point. Who is being phoned and why? I would assume the already public https://www.mediawiki.org/w/api.php could be used.

I agree with whichever other bug comment said an RFC on mediawiki.org about this overall idea would be good to have. :-)

Ok, so if this is actually shipped (in 1.23?) we'll set up something in production.

This should be done as a MW API call as others have pointed out. If testing is needed labs instances can easily be used.
