at this point I think all the other runtime parameters are environment variables, we should make MEDIAWIKI_USER one also.

Change 86740 had a related patch set uploaded by Plavi:
Created the MEDIAWIKI_USER environment variable

I have changed the files to use the new variable and it works locally, I'm not sure how it is with jenkins and maybe sauce labs so pay attention... :)
