When ConfirmAccount sends an e-mail to the administrators advising them of an account request, the content contains HTML although it is a plain-text message:

Content-type: text/plain; charset=UTF-8
Content-transfer-encoding: 8bit

"Test" has requested an account and is waiting for confirmation.
The email address has been confirmed. You can confirm the request here "http://server/Special:ConfirmAccounts".

The """ should be replaced with an ASCII double-quote symbol.

We're experiencing this on MozillaWiki as well, where I believe we have REL_23 branch of the extension installed (commit 99f685bb8a7b2b7aa6f227b663e52162d4d537a9).
