We should use descriptive short and long options to the program, which are not dependent on position of the argument in the command line.

Proposed format for the command line (from Ariel):

> --update (or -u) --date 20131007 --configfile  somethingorother (read location of php) --dump full-history  or --dump full-current or --dump articles-current etc (taking multiple --dump args)... and let the uer specify  --dumpfile and some formatstring that would be expanded

Also, location of php should be read from config file and MW should be called through MWScript.

Svick: This issue has been assigned to you a while ago. 
Could you please provide a status update and inform us whether you are still working (or still plan to work) on this issue? 
Only in case you do not plan to work on this issue anymore, should the assignee be set back to default?
