So there was ' Enable VisualEditor (only in the main and user namespaces)' and ' Temporarily disable VisualEditor while it is in beta' in preferences, and they were both unchecked.

Hah, I wasn't aware it was possible to have both preferences visible at once. That's probably a bug. Either way, you need to both have the "enable" box checked and have the "disable" box unchecked.
