Blocked users attempting to edit on mobile make up most of our errors now. It would be good to disable the edit button for these users and display a message when they click it telling them they are blocked.

A config variable adding the result of $user->isBlocked() could be added to the skin to calculate this.

We should see editing errors decrease on the Limn graph now :D
