Is using Qián (☰) going to cause problems with Chinese language UI's, or will it require browsers to download additional fonts in order to render it?

Err… this was already done by Trevor many months ago. See https://commons.wikimedia.org/wiki/File:VisualEditor_-_Icon_-_Menu.svg for the version on Commons, let alone the version in the repo…

No, we're not using a character, we'll use an SVG icon like the rest of the interface.
