Normally action=query&prop=pageprops returns the wikibase_item of an article if known. This is however not always the case. It's certainly not a core API bug. prop=pageprops just lists what's in the page_props table of the database, and I just confirmed that the table on svwiki doesn't currently contain any "wikibase_item" prop for Johan Ledung. It does now contain a "wikibase_item" prop for Ann Sidén, and the linked API query is correctly returning this. So the bug must be in page_props not having a "wikibase_item" prop populated for whatever reason. I'll assign this to Wikidata so the people who know how that works can figure out why that's not happening.
A null edit should fix this. In this case we can't do much about it and I'll close this. Please reopen if a null edit does not fix it for you.
