* It's not possible to input such a value on Web UI.
* It's possible to do so via API: https://www.wikidata.org/w/index.php?title=Q4115189&diff=74298954&oldid=74269339
* On the diff view, HMS data are displayed in edit summary, but not in diff rows.
* On the entity view, HMS data are displayed as 00:00:00
* api.php?action=wbgetentities returns it correctly
* If I add a qualifier to it via the Web UI, HMS data get lost: https://www.wikidata.org/w/index.php?title=Q4115189&diff=74299265&oldid=74298954

We disabled seconds/mins/hours completely so this is no longer relevant at this point.
